Organizational Development - how can it be applied to a specific area, town?

I am taking an Organizational Development class and am very confused. I need to write a paper about how OD might apply to the area (town) I live. This is an independent study class. I understand how it can benefit a company but unsure how to apply the concept to a town or area.

1. Sorry, I haven't taken that class. This may help you: I am involved in Downtown Development. Stopping the destruction of Historical buildings. Working on applying for grants to help restore them. Donation of hands on work needed. Developing new businesses in the restored buildings. It's very rewarding, but Not very profitable.
